The UK’s Dirty Secrets: Palestine and The Arms Trade

Israel plans a very large presence at the arms fair, with a national pavilion to exhibit its ‘battle-tested’ weaponry.
Since the ethnic cleansing started in 1948, when 800,000 Palestinians were forcibly removed from their homes, Israel has been at war with its indigenous population. The war continues today, with the bombing of Gaza, destroying of Bedouin villages and detaining of thousands of Palestinians without trial. In September, Israeli arms companies will be coming to London to turn their repression into profits.
Israel today would struggle to survive without the arms trade. Arms companies bring in $3.5 billion [Targeting Israeli Apartheid, p138] and help finance Israeli settlements in the West Bank and the Golan Heights (e.g. Nistec in the Katzrin settlement, Elbit Systems in the Bnei Yehuda settlement).
Israel uses the Occupied Territories as a testing lab for new weaponry. Israeli arms companies benefit from the occupation by achieving credibility for their products. Every military operation acts as an advertisement for the weapons used.
One growing link is in the area of unmanned aerial vehicles, which Israel uses to patrol and attack the  besieged Gaza Strip. Israel is the world’s largest exporter of drones and drone technology [4]. Both Harfang (used by France) and Watchkeeper (used by the US and soon the UK) drones are based on Israeli prototypes used in Gaza (Harfang is based on the Heron drone manufactured by Israeli Aerospace Industries, and Watchkeeper is based on the Elbit Hermes 450.)
For Israel, arms trading is on the up: exports rose 20% in 2012 despite the economic crisis, and they are looking to increase exports to $10 billion annually in the next few years. [5]
UK’S COMPLICITY IN ISRAEL’S OCCUPATION
When it comes to words, the UK is often happy to denounce Israeli aggression, but when it comes to action it falls down. Despite Israel’s numerous violations of UN resolutions, the UK has been happy to sellcomponents for the Apache attack helicopters and F16s used to bomb Gaza, as well as Israel’s tanks [6]. In 2010, the UK government granted licences to sell £23.7 million worth of arms to Israel – and this figure doesn’t include a lot that’s routed through the USA (which sold $7.5 billion of weapons to Israel in 2011). [Federation of American Scientists] CAAT’s map of the arms tradeshows which companies have supplied weapons to Israel.
On top of this, the UK spends millions of pounds each year on Israeli weapons. Israeli arms company Elbit has been awarded a £44.5 million contract to supply drones for UK use in Afghanistan [8].
Israeli arms are promoted worldwide by the Israeli government department SIBAT, notably at the biannual DSEi arms fair in London.
ISRAEL SELLS ARMS IN THE UK
Israel’s links with the DSEi arms fair go way back. Israel Military Industries Ltd was caught selling cluster bombs in 2003 at the fair, even after organisers banned their sale [9].
A sick truth is that Israel uses its constant ethnic cleansing as a sales tactic. Israeli companies that sell weapons at DSEi use phrases like “battle-tested” to symbolise their use against Palestinian civilians [e.g. F-16s used in Gaza, December 2008].
TAKING ACTION IN THE UK
Resistance to Israeli militarism comes from all sides: conscientious objectors in Israel, hunger strikers in Palestine fighting for dignity, unions across the world offering solidarity with the Palestinian struggle…  and you can do your part from the UK.
At an arms fair in France in 2012, Israel’s two largest arms companies Elbit and IAI pulled out following protests outside the arms fair. [11]
The DSEi arms fair is happening again in the ExCeL centre (Docklands in London) in September 2013. The arms fair allows buyers and sellers to come together, network and make deals. Many of the biggest Israeli arms companies – Elbit Systems, IAI and Rafael – are likely to be there, selling weapons and profiting from the oppression of thousands of Palestinians.

U.S. Fails to Join Allies in Signing UN Global Arms Trade Treaty

The U.S. didn’t join the U.K., France and other major Western allies at the United Nations today to sign the first international treaty regulating the $85 billion-a-year global arms trade.
The absence of the world’s top arms dealer at a morning ceremony in New York drawing about 60 nations casts a shadow over a decades-long push to stop illegal cross-border shipments of conventional weapons. Some of the world’s most violent nations, from drug-plagued Mexico to the war-torn Democratic Republic of Congo, are among the signatories.
While supporters say the treaty wouldn’t affect U.S. domestic sales or impinge on the constitutional right to bear arms, it would be a political minefield at home. The accord wouldn’t muster enough votes for approval by the U.S. Senate, and the National Rifle Association, which says it has more than 4.5 million members, has lobbied against it.
“I suspect they probably took a decision that, politically, it made sense not to completely alienate people in Congress on something that, in their opinion, doesn’t matter when they sign it as long as they sign it,” said Adotei Akwei, Amnesty International USA’s managing director for government relations, in a May 31 telephone interview.
The treaty was approved two months ago by more than two-thirds of the 193-member UN General Assembly even as Iran, Syria and North Korea voted against the accord, and 23 countries, including Russia, a major arms dealer, abstained.
The next step is for UN members to sign it, as many are doing today, and then for their legislators to ratify the pact.
In the U.S. Senate, a two-thirds majority would be needed for Senate ratification. On March 23, senators voted 53-46 for a symbolic measure opposing U.S. participation in the treaty. Eight Democrats and all 45 Senate Republicans opposed it.
Thomas Countryman, the assistant secretary of state for international security and nonproliferation who led the U.S. delegation at the treaty negotiations, told the Atlantic Council in Washington on May 15 that the U.S. “will sign in the very near future.”

UN Arms Trade Treaty’s Deadly Loophole

Foundation fellows and diplomats have lauded the overwhelming approval of the Arms Trade Treaty (ATT) by the General Assembly of the United Nations, with UN Secretary-General Ban Ki-moon describing it as a means to obstruct the illicit arms flow to warlords, pirates, terrorists, criminals and the like.
Many who have critically monitored the situation in Syria and the ramifications of foreign intervention in Libya may have difficulty swallowing Ban’s words, as some would argue that the UN has itself been complicit in these crises for turning a blind eye to arms and funding going to al-Qaeda-linked rebels in various countries.

Twenty-three countries abstained from the vote (representing half the world’s population), including Russia, China, India, Cuba, Bolivia, Nicaragua and Egypt, while three – Syria, Iran, and North Korea – voted no. Iran’s Deputy Permanent Representative to the UN Gholam-Hossein Dehqani called the treaty a political document disguised as an Arms Trade Treaty, and with highly legitimate reasons for doing so.
“The right to acquire and import arms for their (importer states’) security needs is subject to the discretionary judgment and extremely subjective assessment of the exporting states. That is why this text is highly abusable and susceptible to politicization, manipulation and discrimination,” said Dehghani, referring to conditions that arms exporting states would be able to impose on importing states.
The pact prohibits the export of conventional arms to countries deemed guilty of violating international human rights laws and committing crimes against humanity – sure, this appears to be ethical and just at first glance, but more careful reflection is required. If we assume that the United Nations makes the call on which states qualify as human rights abusers and which states do not, then Israel would not be hindered from purchasing conventional weapons, but a country like Syria would be barred from purchasing arms to defend itself and its territorial sovereignty.

What makes the treaty not only toothless, but also particularly dangerous, is the fact that it lacks any explicit prohibitions regarding arms proliferation to terrorists and unlawful non-state actors.
"Without such provisions, the ATT would in fact lower the bar on obligations of all states not to support terrorists and/or terrorists acts. We cannot allow such a loophole in the ATT," said Sujata Mehta, India's lead negotiator for the ATT in a statement.

What this means is that NATO and Persian Gulf states that supply arms to opposition groups in Syria will retain the flexibility to continue to do so, while at the same time having a greater say over whether individual importing states can arm themselves in accordance with their legitimate defense and national security interests. There is no doubt that certain states would take advantage of this loophole’s vast potential for misuse.

The treaty does not recognize the rights of all states to acquire, produce, export, import and possess conventional weapons for their own legitimate security purposes. In theory, this treaty gives the United States, the world’s largest arms exporter with heavy sway over the UN, much greater ability to influence whether or not an individual country is allowed to obtain weapons for its own defense. The treaty, in its glaring bias and predictability, completely fails to prohibit the transfer of arms to countries engaged in military aggression against other nations, such as Israel.
“Somebody probably wants to have free rein to send arms to anti-government groups in countries ruled by regimes they consider inconvenient... When we started work on the document, the General Assembly set the task of establishing the highest possible international standards in the area of arms transfers. In reality though, the treaty has established minimally acceptable standards,” said Russian treaty negotiator Mikhail Ulyanov in a recent interview.
The treaty applies to the transfer of conventional weapons such as battle tanks, armored combat vehicles, large caliber artillery systems, combat aircraft, attack helicopters, warships, missiles and missile launchers, small and light weapons, while the proliferation of UAV drones and other modern military technology is not addressed or scrutinized. While feel-good rhetoric prevails and politicians pat themselves on the back, the United Nations by its own admission concedes that the treaty does not ban or prohibit the export of any type of weapon. It is clear that the countries that rely most on the illicit trafficking of arms to execute their foreign policy objectives have had noticeable influence over the contents of this treaty. The treaty depends on how stringently individual countries implement it, and international arms transfers that involve barter deals or leases are also not scrutinized.

While many call it a welcomed development and the first step in regulating the $70 billion global conventional arms trade, there is little evidence that it will accomplish anything more than increase the frequency of illicit transfers under different guises and further legitimize the ‘Good Terrorist-Bad Terrorist’ dichotomy – it also contains no language concerning the right to self-determination by people who are under occupation, as is the case in Palestine. The treaty contains some reasonable common-sense measures, such as introducing national systems that monitor arms circulation in countries that lack such systems, but the absence of progressive processes lends credence to accusations that the text is highly industry-friendly and serves to reinforce the status quo.

Most importantly, the treaty pays no focus to actually reducing the sale of arms by limiting global production, which should rightfully be the objective of a treaty that uses global mass causality figures to legitimize itself. According to the UN Office for Disarmament Affairs, armed violence kills more than half a million people each year, a figure that should rightfully strengthen calls to regulate and decrease global production rather than solely focusing simply on trade. Rather, the treaty institutionalizes and legalizes the arming of good terrorists while denying arms to unfriendly governments. Until the UN can cease being an appendage of a handful of the most powerful arms exporting states, there is little hope that any international arms trade treaty can reduce human suffering and have a meaningful impact on the lives of the most vulnerable in conflict zones around the world and elsewhere.

Iran's Neighbors Wouldn't Join Nuke Arms Race



In a study published last week, two experts from the Department of War Studies at King's College in London argue that key regional players - Saudi Arabia, Egypt and Turkey - are unlikely to follow suit and develop their own nuclear arsenals.

Indeed, Christopher Hobbs and Matthew Moran argue that the Middle East itself offers evidence that "nuclear proliferation is not inevitable".

Israel remains the region's sole nuclear-armed power - albeit an undeclared one - more than four decades after it acquired nuclear weapons capability.
The flaw in the logic that "proliferation begets proliferation" is also demonstrated in North East Asia where North Korea's nuclear weapons have not provoked Japan or South Korea, countries with advanced civil nuclear programmes, to follow suit despite a long history of regional conflict.

The International Quantum Teleportation Space Race

There is an international quantum teleportation space race heating up. Around the world, countries are investing time and millions of dollars into the technology, which uses satellites to beam bits of quantum information down from the sky and and could profoundly change worldwide communication.

This is not a maybe-sort-of-one-day quantum technology. Quantum teleportation has been proven experimentally many times over and researchers are now eyeing the heavens as their next big leap forward. Most of what remains are the nuts and bolts engineering challenges (and some more money) before it becomes a thing of the present.
Though it may be disappointing to hear, quantum teleportation is not about instantly sending a person or object between two places – this is no “Beam me up, Scotty,” or “Bampf!” Instead, the technique involves the perhaps even freakier task of separating a subatomic particle from its quantum state.
“Once you disembody the state of one of particle, you can then recreate the particle in remote copy,” said physicist and computer scientist Charles Bennett of IBM, who co-authored the first paper on quantum teleportation in 1993.
Though the team’s paper was purely theoretical at the time, scientists since then have done many experiments teleporting particles over longer and longer distances. In the past year, a team from Chinaand another in Austria set new records for quantum teleportation, using a laser to beam photons through the open air over 60 and 89 miles, respectively. This is many times farther than the previous record of 10 miles, set in 2010 by the same Chinese team. With scientists extending quantum teleportation to such distances, many are already considering the next step: zapping particles and information from an orbiting satellite to a relay station on Earth.
If developed, quantum teleportation satellites could allow spies to pass large amounts of information back and forth or create unhackable codes. Should we ever build quantum computers – which would be smaller and exponentially more powerful than modern computers, able to model complex phenomenon, rapidly crunch numbers, and render modern encryption keys useless – they would need quantum teleporters in order to be networked together in a quantum version of the internet.
China plans to launch a satellite with a quantum teleportation experiment payload in 2016 and the European, Japanese, and Canadian space agencies are hoping to fund their own quantum teleportation satellite projects in the coming years. Conspicuously, the U.S. is far behind the pack because of a bureaucratic reshuffling that left quantum communication research experiments without government support in 2008. Whoever loses this new competition could fail to capitalize on the promise of quantum communication altogether.

How It works

The trick to teleportation comes from a quirk of quantum mechanics that allows you to create two particles that are completely in tune with one another, which are known as an entangled pair.
Let’s say you have two entangled photons and you are measuring their polarization, or the direction in which they are oscillating. If one photon has a vertical polarization, you know the other one is going to be exactly the same. The trouble is that quantum mechanics works on probability – before you measure a particle’s polarization it is equally likely to be horizontal or vertical. According to the standard interpretation of quantum mechanics, particles exist in some strange simultaneous vertical/horizontal state until you make a measurement. With an entangled pair, you can just measure one particle, and no matter how far away the other one is from the first, it will instantly gain whatever property you measured.
“It’s like two people play dice and they always get the same result; it’s always random but they always get the same result,” said physicist Rupert Ursin of the Austrian Academy of Sciences in Vienna, who works with one team that set the recent distance record.
Of course, even with such dice, there’s no way to compose a signal or transfer information. You could give your friend one die and tell him to stand in another room, agreeing beforehand on a binary system where rolling an even number means 0 and an odd number means 1. But because the outcome of each roll is random, all your friend would end up doing is sending you a haphazard string of zeroes and ones.
To send a controllable signal, you need quantum teleportation. This requires three subatomic particles, say photons. Two of the photons are entangled with one another, and the third contains the bit of information you want to send. For a simple example of how this works, let’s say you place one photon from the entangled pair in L.A. and the other in New York.
In L.A., a scientist measures one of the entangled photons and the third particle at the same time. She doesn’t find out their exact properties but just their relative ones – if they are the same or opposite one another – and the particles get destroyed during this measurement. Let’s say she discovers that the particles are opposites and relays this information to her New York colleague. He then measures his entangled photon and knows that the opposite of that measurement is the bit of information he was meant to receive.
Another way to explain it involves a CIA-interrogation analogy that Charles Bennett, co-author of the first quantum teleportation study, likes to use. Imagine that a woman named Alice who lives in Seattle has uncovered information that the CIA desperately needs to thwart an attack. The CIA wants to interrogate her and they need to be able to do it at their headquarters in Washington D.C. Trouble is, Alice doesn’t want to come to D.C. and nothing will persuade her to do so. But the CIA happens to have a pair of magical twin agents named Romulus and Remus who always answer yes or no questions exactly the same way.
So the CIA sends agent Remus to Seattle, not to interrogate Alice, but just to learn if she gets along with Remus. The two meet and get to know each other. Alice discovers that she hates Remus. Every question that she would have answered yes to in life, he answers no. So now all Remus has to do is tell his boss back at headquarters that his and Alice’s answers are opposite. Now the CIA can simply question Romulus to get the information they need.
But just as Romulus and Remus started out together in D.C., quantum teleportation scientists usually don’t have entangled particle pairs just sitting around in two different locations. During an experiment, researchers will often generate an entangled pair in one place. They measure the state of one of the entangled particles and compare that to a third particle containing the bit of data to be sent. They then use a laser beam to send the information about the particles’ relative states, along with the second entangled particle, to another location.
Because subatomic particles are sensitive and small, they’re liable to get lost, meaning that experimenters have to be careful about their protocols. The first quantum teleportation experiments involved sending particles across small spaces, on the order of inches. Eventually, researchers figured out how to shoot a particle several feet, and then hundreds of feet.
“Now we want to show that this kind of communication might be useful on a global scale,” said physicistAnton Zeilinger of the University of Vienna, who led the Austrian quantum-distance team. “The method of choice is to use quantum communication via satellite,” he added, since photons can’t travel very far in glass fiber without getting absorbed.

The Race To Space

Being able to do this quantum satellite teleportation would provide many new advantages, in particular the ability to create cryptographic keys for sensitive information that would be stored in subatomic particles. If anyone were to measure the particle, they would change its properties so spy agencies would always know if they’ve been hacked. Someday in the future, James Bond and MI6 could be passing secret codes back and forth on a teleported light beam through space.
With this in mind, “there are now a couple of research groups considering how to build a quantum payload suitable for a satellite,” said physicist Thomas Jennewein of the University of Waterloo in Ontario, Canada. “There’s basically a race going on to get into space first with a quantum satellite.”
Though Japanese researchers are planning a small quantum experiment on a laser-communication satellite named Socrates that will launch in 2014, the only group with a scheduled satellite devoted to quantum communication is from China.
The Chinese satellite would show the feasibility of several technologies, including quantum key distribution, entanglement distribution, and quantum teleportation, said physicist Yu-Ao Chen of the University of Science and Technology of China in Shanghai, who worked with the Chinese team led by Jian-Wei Pan that set the recent distance record. The main obstacle is how to shrink down the large equipment used in their previous record-breaking teleportation experiment, he said.
The Chinese space agency has put $554 million toward funding five scientific satellites over the coming years, one of which will be used for quantum communication. This is a new direction for China, which has in the past launched more than 100 satellites, but until now only one for dedicated scientific experiments. While the exact figure for the quantum communication project is unknown, it could be on the order of $50 to 100 million, estimated Zeilinger. This stands in contrast to Europe and Canada, which have invested an order of magnitude less for their projects.
This has put China in an enviable position. Other teams are lining up for the chance to collaborate and use their satellite for quantum teleportation experiments. “We already have a deal with Austria to use it when it passes over Vienna,” said Chen. “Germany, Canada, Italy, and many other groups also want to be involved in this project.”
Absent from this tussle is the U.S., whose quantum communication programs have floundered in recent years. Much of this can be traced back to a programmatic reorganization that occurred when the newly created Intelligence Advanced Research Projects Activity (IARPA) – aka DARPA for spies – took over quantum computing research funding from the National Security Agency and National Institute of Standards and Technology in 2008. IARPA said that it would no longer be providing money to the various quantum communications projects because it didn’t want to fund other agencies’ research.
“One of the first things that happened was the quantum communication research program was put into a good deal of chaos, and largely ended,” said physicist Richard Hughes of Los Alamos National Laboratory in New Mexico. Many quantum communication researchers were upset, prompting them towrite an open letter to John Holdren, director of the White House Office of Science and Technology policy.
While in 2012 U.S. government agencies have shown renewed interest in such research, “there’s been a four-year gap and the world doesn’t stand still,” said Hughes. “It’s interesting how strong China has become in the last four or five years in the international science scene — they’ve really come along fast.”
In order to gain the high ground, all interested countries are racing forward with their technology development. In addition to shrinking the machines used for quantum teleportation to get them aboard satellites, engineers will have to make them usable during all hours. Currently, quantum teleportation experiments only happen at night, because during the day the sun’s light washes out whatever signal researchers are trying to send.
“The greatest challenge in making long-range quantum communication and quantum computing is getting good storage of quantum information,” said Bennett. Since photons are readily absorbed in most materials, it’s difficult to keep them around for much longer than a fraction of a second.
In the meantime, everyone is making sure they stay abreast of the latest developments going on around the world.
“We’re not anxious but definitely keeping our eyes open and talking to the various groups,” said Jennewein. “We have the sense that we have to keep moving if we want to be part of the early game.”
Ursin said that if his Austrian team had the funding, they could develop new experiments in about four or five years. Still, there is a ways to go before people are using quantum teleportation and communication routinely, said Hughes. The technology may feasibly be ready in as little as a decade, but not all new developments are immediately adopted. Cellphones were technically available 40 years ago, but only as unwieldy and relatively powerless devices – it was only in recent times that they became ubiquitous. But others in the field are ready for the next breakthrough.
“For us it’s not a question if these technologies will be used, it’s a matter of when, how, and where will we really use them in everyday life,” said Jennewien.

The Arms Race That Won't Happen




Iran and The Phony Proliferation Scare

If you want to understand the intensifying showdown between the United States and Iran, consider the headline in The Washington Post on the threat of rapid nuclear proliferation: "Many nations ready to break into nuclear club."
It highlights one of the dangers cited by those who favor military action against Iran. President Barack Obama says that if Iran gets the bomb, "other players in the region would feel it necessary to get their own nuclear weapons. So now you have the prospect of a nuclear arms race in the most volatile region in the world."
A plausible threat? It may sound that way. But it also sounded that way in 1981 — when that Washington Post story ran.
Nuclear proliferation is always said to be on the verge of suddenly accelerating, and somehow it never does. In 1981, there were five declared nuclear powers — the U.S., the Soviet Union, China, Britain and France — as well as Israel, which was (and is) undeclared.
And today? The number of members added since then is not 15 but three: India, Pakistan and North Korea. Most of the other countries on the list of likely proliferators never came close — including Argentina, Chile, Morocco and Tunisia. Iraq tried and failed. Libya made an effort and then chose to give up.
The peril was greatly overblown. It probably is again. But our leaders are not about to let mere history debunk the apocalyptic scenarios. They are committed to a policy based on fear rather than experience.
The United States keeps trying to force Iran to abandon its suspected efforts to build a nuclear arsenal, and so far it has been rebuffed. Both Obama and Mitt Romney have said they would use force rather than let Iran acquire nukes. Chances are good that whoever wins in November, we will be at war with Tehran sometime in the next four years.
But there is no reason to think Iran would ever use such weapons, and there is little reason to think it would spur other countries to get them. If all it takes to unleash regional proliferation is one fearsome state with nukes, the Middle East would have gone through it already — since Israel has had them for decades.
Why would governments in the region respond differently to Iran? Many of them are allied with the U.S. — which means Iran can't attack or threaten them without fear of overwhelming retaliation. Turkey, as a member of NATO, enjoys a formal defense guarantee from Washington. The U.S. might offer similar assurances to Saudi Arabia, Egypt and other nervous neighbors.
One way or another, they would probably find they can manage fine. Iran is no scarier than Mao's China was in 1964, when it detonated its first atomic device. Writes Francis Gavin, a professor at the Lyndon B. JohnsonSchool of Public Affairs at the University of Texas at Austin, "It was predicted that India, Indonesia and Japan might follow."
At the time, he noted in a 2009 article in International Security, "a U.S. government document identified 'at least 11 nations (India, Japan, Israel, Sweden, West Germany, Italy, Canada, Czechoslovakia, East Germany, Rumania and Yugoslavia)' with the capacity to go nuclear, a number that would soon 'grow substantially' to include 'South Africa, the United Arab Republic, Spain, Brazil and Mexico.'" Mexico?
In recent decades, some countries have actually given up their nukes — including Ukraine and South Africa. Others, like Brazil and Sweden, have scrapped their weapons programs. After the Cold War, it was assumed the newly reunified Germany would want to assert its new status by joining the nuclear club. It has yet to exhibit a glimmer of interest.
A nuclear Iran would soon learn something previous nuclear powers already know: These weapons are not much use except to deter nuclear attack. What help have they been for the U.S. in Iraq or Afghanistan?
China invaded Vietnam in 1979 to force the enemy's withdrawal from Cambodia. The Vietnamese not only refused but sent the People's Liberation Army home with its tail between its legs. China regards Taiwan as part of its territory, but the island has remained functionally independent despite the threat of nuclear coercion.
If Iran does get nukes, its neighbors that have survived without them will find that nothing much has changed. Nuclear proliferation is the danger that lurks just over the horizon, and that's where it is likely to stay.

Why No One Notices Our MAD Planet

I can still remember sneaking with two friends into the balcony of some Broadway movie palace to see the world end. The year was 1959, the film was On the Beach, and I was 15. It was the movie version of Neville Shute’s still eerie 1957 novel about an Australia awaiting its death sentence from radioactive fallout from World War III, which had already happened in the northern hemisphere. We three were jacked by the thrill of the illicit and then, to our undying surprise, bored by the quiet, grownup way the movie imagined human life winding down on this planet. (“We’re all doomed, you know. The whole, silly, drunken, pathetic lot of us. Doomed by the air we’re about to breathe.”)
It couldn’t hold a candle to giant, radioactive, mutant ants heading for L.A. (Them!), or planets exploding as alien civilizations nuclearized themselves (This Island Earth), or a monstrous prehistoric reptile tearing up Tokyo after being awakened from its sleep by atomic tests (Godzilla), or, for that matter, the sort of post-nuclear, post-apocalyptic survivalist novels that were common enough in that era.
It’s true that anything can be transformed into entertainment, even versions of our own demise — and that there’s something strangely reassuring about then leaving a theater or turning the last page of a book and having life go on. Still, we teenagers didn’t doubt that something serious and dangerous was afoot in that Cold War era, not when we “ducked and covered” under our school desks while (test) sirens screamed outside and the CONELRAD announcer on the radio on the teacher’s desk offered chilling warnings.
Nor did we doubt it when we dreamed about the bomb, as I did reasonably regularly in those years, or when we wondered how our “victory weapon” in the Pacific in World War II might, in the hands of the Reds, obliterate us and the rest of what in those days we called the Free World (with the obligatory caps). We sensed that, for the first time since peasants climbed into their coffins at the millennium to await the last days, we were potentially already in our coffins in everyday life, that our world could actually vanish in a few moments in a paroxysm of superpower destruction.
Today, from climate change to pandemics, apocalyptic scenarios (real and imaginary) have only multiplied. But the original world-ender of our modern age, that wonder weapon manqué, as military expert, TomDispatch regular, and author of Prophets of War: Lockheed and the Making of the Military-Industrial Complex Bill Hartung points out, is still unbelievably with us and still proliferating. Yes, logic — and the evidence from Hiroshima and Nagasaki — should tell us that nuclear weapons are too staggeringly destructive to be usable, but in crisis moments, logic has never been a particularly human trait. How strange, then, that a genuine apocalyptic possibility has dropped out of our dreams, as well as pop culture, and as Hartung makes clear, is barely visible in our world. Which is why, on a landscape remarkably barren of everything nuclear except the massive arsenals that dot the planet, TomDispatch considers it important to raise the possibility of returning the nuclear issue to the place it deserves in the human agenda. Beyond Nuclear Denial

How a world-ending weapon disappeared from our lives, but not our world

There was a time when nuclear weapons were a significant part of our national conversation. Addressing the issue of potential atomic annihilation was once describedby nuclear theorist Herman Kahn as “thinking about the unthinkable,” but that didn’t keep us from thinking, talking, fantasizing, worrying about it, or putting images of possible nuclear nightmares (often transmuted to invading aliens or outer space) endlessly on screen.
Now, on a planet still overstocked with city-busting, world-ending weaponry, in which almost 67 years have passed since a nuclear weapon was last used, the only nuke that Americans regularly hear about is one that doesn’t exist: Iran’s. The nearly 20,000nuclear weapons on missiles, planes, and submarines possessed by Russia, the United States, France, the United Kingdom, China, Israel, Pakistan, India, and North Korea are barely mentioned in what passes for press coverage of the nuclear issue.
Today, nuclear destruction finds itself at the end of a long queue of anxieties about our planet and its fate. For some reason, we trust ourselves, our allies, and even our former enemies with nuclear arms — evidently so deeply that we don’t seem to think the staggering arsenals filled with weaponry that could put the devastation of Hiroshima to shame are worth covering or dealing with. Even the disaster at Fukushima last year didn’t revive an interest in the weaponry that goes with the “peaceful” atom in our world.
Attending to the Bomb in a MAD World
Our views of the nuclear issue haven’t always been so shortsighted. In the 1950s, editor and essayist Norman Cousins was typical in frequently tackling nuclear weapons issues for the widely read magazine Saturday Review. In the late 1950s and beyond, the Ban the Bomb movement forced the nuclear weapons issue onto the global agenda, gaining international attention when it was revealed that strontium-90, a byproduct of nuclear testing, was making its way into mothers’ breast milk. In those years, the nuclear issue became personal as well as political.
In the early 1960s, President John F. Kennedy responded to public pressure by signinga treaty with Russia that banned atmospheric nuclear testing (and so further strontium-90 fallout). He also gave a dramatic speech to the United Nations in which he spoke of the nuclear arms race as a “sword of Damocles” hanging over the human race, poised to destroy us at any moment.
Popular films like Fail-Safe and Dr. Strangelove captured both the dangers and the absurdity of the superpower arms race. And when, on the night of Oct. 22, 1962, Kennedy took to the airwaves to warn the American people that a Cuban missile crisis was underway, that it was nuclear in nature, that a Soviet nuclear attack and a “full retaliatory strike on the Soviet Union” were possibilities — arguably the closest we have come to a global nuclear war — it certainly got everyone’s attention.
All things nuclear receded from public consciousness as the Vietnam War escalated and became the focus of antiwar activism and debate, but the nuclear issue came back with a vengeance in the Reagan years of the early 1980s when superpower confrontations once again were in the headlines. A growing anti-nuclear movement first focused on a near-disaster at the Three Mile Island nuclear plant in Pennsylvania (the Fukushima of its moment) and then on the superpower nuclear stand-off that went by the name of “mutually assured destruction” or, appropriately enough, the acronym MAD.
The Nuclear Freeze Campaign generated scores of anti-nuclear resolutions in cities and towns around the country, and in June 1982, a record-breaking million peoplegathered in New York City’s Central Park to call for nuclear disarmament. If anyone managed to miss this historic outpouring of anti-nuclear sentiment, ABC news aired a prime-time, made-for-TV movie, The Day After, that offered a remarkably graphic depiction of the missiles leaving their silos and the devastating consequences of a nuclear war. It riveted a nation.
The collapse of the Soviet Union and the end of that planetary superpower rivalry less than a decade later took nuclear weapons out of the news. After all, with the Cold War over and no other rivals to the United States, who needed such weaponry or a MAD world either? The only problem was that the global nuclear landscape was left more or less intact, missionless but largely untouched (with the proliferation of the weapons to other countries ongoing). Unacknowledged as it may be, in some sense MAD still exists, even if we prefer to pretend that it doesn’t.
A MAD World That No One Cares to Notice
More than 20 years later, the only nuclear issue considered worth the bother is stopping the spread of the bomb to a couple of admittedly scary and problematic regimes: Iran and North Korea. Their nuclear efforts make the news regularly and garner attention (to the point of obsession) in media and government circles. But remind me: when was the last time you read about what should be the ultimate (and obvious) goal — getting rid of nuclear weapons altogether?
This has been our reality, despite President Obama’s pledge in Prague back in 2009 to seek “the peace and security of a world without nuclear weapons,” and the passage of a modest but important New START arms reduction treaty between the United States and Russia in 2010. It remains our reality, despite a dawning realization in budget-anxious Washington that we may no longer be able to afford to throw money (as presently planned) at nuclear projects ranging from new ballistic-missile submarines to new facilities for building nuclear warhead components — all of which are slated to keep the secret global nuclear arms race alive and well decades into the future.
If Iran is worth talking about — and it is, given the implications of an Iranian bomb for further nuclear proliferation in the Middle East — what about the arsenals of the actual nuclear states? What about Pakistan, a destabilizing country which has at least 110 nuclear warheads and counting, and continues to view India as its primary adversary despite U.S. efforts to get it to focus on al-Qaeda and the Taliban? What about India’s roughly 100 nuclear warheads, meant to send a message not just to Pakistan but to neighboring China as well? And will China hold pat at 240 or so nuclear weapons in the face of U.S. nuclear modernization efforts and plans to surround it with missile defense systems that could, in theory if not practice, blunt China’s nuclear deterrent force? 
Will Israel continue to get a free pass on its officially unacknowledged possession of up to 200 nuclear warheads and its refusal to join the Nuclear Non-Proliferation Treaty? Who are France and the United Kingdom targeting with their forces of 300 and 225 nuclear warheads, respectively? How long will it take North Korea to develop miniaturized nuclear bombs and deploy them on workable, long-range missiles? And is New START the beginning or the end of mutual U.S. and Russian arms reductions?
Many of these questions are far more important than whether Iran gets the bomb, but they get, at best, only a tiny fraction of the attention that Tehran’s nuclear program is receiving. Concern about Pakistan’s nuclear arsenal and a fear of loose nukes in a destabilizing country is certainly part of the subtext of U.S. policy toward Islamabad. Little effort has been made of late, however, to encourage Pakistan and India to engage in talks aimed at reconciling their differences and opening the way for discussions on reducing their nuclear arsenals.
The last serious effort — centered on the contentious issue of Kashmir — reached its high point in 2007 under the regime of Pakistani autocrat Pervez Musharraf, and it went awry in the wake of political changes within his country and Pakistani-backed terrorist attacks on India. If anything, the tensions now being generated by U.S. drone strikes in Pakistan’s tribal borderlands and other affronts, intended or not, to Pakistan’s sovereignty have undermined any possibility of Washington brokering a rapprochement between Pakistan and India.
In addition, starting in the Bush years, the U.S. has been selling India nuclear fuel and equipment. This has been part of a controversial agreement that violates prior U.S. commitments to forgo nuclear trade with any nation that has refused to join the Nuclear Non-Proliferation Treaty (a pact India has not signed). Although U.S. assistance is nominally directed toward India’s civilian nuclear program, it helps free up resources that India can use to expand its nuclear weapons arsenal.
The “tilt” toward India that began during the Bush administration has continued under Obama. Only recently, for instance, a State Department official bragged about U.S. progress in selling advanced weaponry to New Delhi. Meanwhile, F-16s that Washington supplied to the Pakistani military back in the heyday of the U.S.-Pakistan alliance may have already been adapted to serve as nuclear delivery vehicles in the event of a nuclear confrontation with India.
China has long adhered to a de facto policy of minimum deterrence — keeping just enough nuclear weapons to dissuade another nation from attacking it with nuclear arms. But this posture has not prevented Beijing from seeking to improve the quality of its long-range ballistic missiles. And if China feels threatened by continued targeting by the United States or by sea-based American interceptors deployed to the region, it could easily increase its arsenal to ensure the “safety” of its deterrent. Beijing will also be keeping a watchful eye on India as its nuclear stockpile continues to grow.
Ever since Ronald Reagan — egged on by mad scientists like Edward Teller and right-wing zealots like Lt. Gen. Daniel O. Graham — pledged to build a perfect anti-nuclear shield that would render nuclear weapons “impotent and obsolete,” missile defense has had a powerful domestic constituency in the United States. This has been the case despite the huge cost and high-profile failures of various iterations of the missile defense concept.
The only concrete achievement of three decades of missile defense research and development so far has been to make Russia suspicious of U.S. intentions. Even now, rightly or not, Russia is extremely concerned about the planned installation of U.S. missile defenses in Europe that Washington insists will be focused on future Iranian nuclear weapons. Moscow feels that they could just as easily be turned on Russia. If President Obama wins a second term, he will undoubtedly hope to finesse this issue and open the door to further joint reductions in nuclear forces, or possibly even consider reducing this country’s nuclear arsenal significantly, whether or not Russia initially goes along.
Recent bellicose rhetoric from Moscow underscores its sensitivity to the missile defense issue, which may yet scuttle any plans for serious nuclear negotiations. Given that the U.S. and Russia together possess more than 90% of the world’s nuclear weapons, an impasse between the two nuclear superpowers (even if they are not “super” in other respects) will undercut any leverage they might have to encourage other nations to embark on a path leading to global nuclear reductions.
In his 1960s ode to nuclear proliferation, “Who’s Next,” Tom Lehrer included the line “Israel’s getting tense, wants one in self-defense.” In fact, Israel was the first — and for now the only — Middle Eastern nation to get the bomb, with reports that it candeliver a nuclear warhead not only from land-based missiles but also via cruise missiles launched from nuclear submarines. Whatever it may say about Israel’s technical capabilities in the military field, Israel’s nuclear arsenal may also be undermining its defense, particularly if it helps spur Iran to build its own nukes. And irresponsible talk by some Israeli officials about attacking Iran only increases the chance that Tehran will decide to go nuclear.
It is hard to handicap the grim, “unthinkable,” but hardly inconceivable prospect that Aug. 9, 1945, will not prove to be the last time that nuclear weapons are used on this planet. Perhaps some of the loose nuclear materials or inadequately guarded nuclear weapons littering the globe — particularly, but not solely, in the states of the former Soviet Union — might fall into the hands of a terrorist group. Perhaps an Islamic fundamentalist government will seize power in Pakistan and go a step too far in nuclear brinkmanship with India over Kashmir. Maybe the Israeli leadership will strike out at Iran with nuclear weapons in an effort to keep Tehran from going nuclear. Maybe there will be a miscommunication or false alarm that will result in the United States or Russia launching one of their nuclear weapons that are still in Cold War-style, hair-trigger mode.
Although none of these scenarios, including a terrorist nuclear attack, may be as likely as nuclear alarmists sometimes suggest, as long as the world remains massively stocked with nuclear weapons, one of them — or some other scenario yet to be imagined — is always possible. The notion that Iran can’t be trusted with such a weapon obscures a larger point: given their power to destroy life on a monumental scale, no individual and no government can ultimately be trusted with the bomb.
The only way to be safe from nuclear weapons is to get rid of them — not just the Iranian one that doesn’t yet exist, but all of them. It’s a daunting task. It’s also a subject that’s out of the news and off anyone’s agenda at the moment, but if it is ever to be achieved, we at least need to start talking about it. Soon.

Cyber Strikes A 'Civilised' Option

SINGAPORE: Pre-emptive cyber strikes against perceived national security threats are a "civilised option" to neutralise potential attacks, Britain's armed forces minister said Sunday.

Nick Harvey made the comment at the Shangri-La Dialogue security summit in Singapore in relation to reports that the US had launched cyber attacks to cripple Iran's nuclear programme.

"I don't know about the specifics and I'm not going to comment on them," Harvey said at the two-day meeting ending Sunday.

"But what I would say is that if a government has arrived at the conclusion that it needs, out of its sense of national interest or national security, to deliver an effect against an adversary... arguably this is quite a civilised option."

A Russian computer firm said last week it had discovered a new computer virus with unprecedented destructive potential that chiefly targets Iran and could be used as a cyberweapon by the West and Israel.

Kaspersky Lab said its experts discovered the virus -- known as Flame -- during an investigation prompted by the International Telecommunication Union.

Iran appears to have been the main target of the attack and the announcement came just a month after the Islamic Republic said it halted the
spread of a data-deleting virus targeting computer servers in its oil sector.

The New York Times reported Friday that Obama accelerated cyberattacks on Iran's nuclear programme using the Stuxnet virus, and expanded the assault even after the virus accidentally made its way onto the Internet in 2010.

Britain's stance was supported by Canadian Defence Minister Peter Gordon MacKay, who likened a pre-emptive cyber strike to an "insurance policy", warning of the need to be prepared.

Malaysian Defence Minister Ahmad Zahid Hamidi said a cyber arms race was already under way.

He urged members of the Association of Southeast Asian Nations (ASEAN) to pool their resources to tackle increasingly complex cyber attacks which could paralyse a country's IT systems.

"What remains disturbing is that cyber warfare need not to be waged by state-run organisations but could be conducted by non-state entities or even individuals with intent to cause disruptions to the affairs of the state," he added.
