UK Mulled Nuclear Strike On China Over Hong Kong

London (AFP)--Britain discussed the possibility of a nuclear attack on China in 1961 to defend Hong Kong, its former colony, secret documents from the British government revealed Friday.

Letters circulated to then Prime Minister Harold Macmillan recommended nuclear force as the only real alternative to abandoning the territory in the event of an attack by the neighbouring Chinese.

But officials discussed how to ensure that Beijing understood any attack would be met by the United States dropping nuclear bombs on China.

At the same time, the plan needed to avoid laying Hong Kong open to the claim that it was becoming a military outpost of the United States.

Details of the discussions emerged from records of Macmillan's office between 1957 to 1961, which were made public by the National Archives.

The suggested nuclear strategy followed communications on how best to strengthen Honk Kong's defences amid growing uncertainty about the intentions of its communist neighbour.

Hong Kong was particularly vulnerable, not least because its water and food supplies from China could be cut off at any time.

On February 22 1961, then Foreign Secretary Sir Alec Douglas-Home wrote a letter marked "top secret" to Defence Minister Harold Watkinson and the Prime Minister.

In it, he said: "It must be fully obvious to the Americans that Hong Kong is indefensible by conventional means and that in the event of a Chinese attack, nuclear strikes against China would be the only alternative to complete abandonment of the colony."

"In these circumstances it is perhaps not so much formal staff talks with the Americans that we need so much as an informal exchange of views involving a discussion of the use of nuclear strikes."

"I need hardly say, however, that I agree entirely with your view that while we should encourage the Chinese to believe that an attck on Hong Kong would involve nuclear retaliation, we must avoid anything that would allow the Chinese to claim that the colony is a military outpost of the United States."

Secret meetings with US officials took place in Hawaii and it was advised in 1961 that further talks should be held on board a US naval carrier, which frequently visited Hong Kong.

Another letter, from Watkinson to Douglas-Home and Macmillan, advised on how Lord Louis Mountbatten, chief of defence staff, should approach talks with Admiral Harry Felt, commander-in-chief of the US Pacific forces.

He wrote: "Our objective is to encourage the Chinese to believe that an attack on Hong Kong would involve US nuclear strikes."

He also said Mountbatten believed Felt would ask him whether Britain's Royal Air Force would co-operate with a possible nuclear strike on China.

On this he wrote: "If this question is raised, I think he should say that he can make no commitment about what would happen, but that there would be no objection to discussion between Admiral Felt and our military representatives in the Far East on the machinery for co-ordination if our nuclear strike forces ever had to operate with the Americans in this area."

Hong Kong, a British colony since 1842, was handed back to China in 1997.

This audio of a closed lunch meeting between Secretary of State Condoleezza Rice and Russian Foreign Minister Sergey Lavrov was accidentally broadcast revealing a disagreement about Iraq security.

Throughout the audio broadcast, Secretary Rice and the Russian Foreign Minister argue and interrupt each other.

Responding to Lavrov's concerns about the protection of diplomats, Secretay Rice said:

"You know, on a fairly daily basis we lose soldiers and I think it would be offensive to suggest that these efforts are not being made...We are making those efforts and we are making them at quite a sacrifice...The problem isn't diplomatic missions. The problem is Journalists and civilian contractors and, yes, diplomats as well."

"The problem is you have a terrorist insurgent population that is wreaking havoc on a hapless Iraqi civilian population that is trying to fight back. And on a coalition force that is trying to fight back and the implication that by somehow declaring that diplomats need to be protected it will get better, I think is simply not right."

...The detention of Hamas Parliamentarians in the early hours of Thursday Morning had been planned several weeks ago and received approval from Attorney General Menachem Mazuz on Wednesday.

The same day, Shin Bet Director Yuval Diskin presented Prime Minister Ehud Olmert with the lists of Hamas officials slated for detention.

..."The detention of elected members of the Palestinian government and legislature raises particular concerns," said a Joint statement by the G8, which also called on Israel to exercise "umost restraint."

"[This]...is a pre-planned plot to destroy the [Palestinian] Authority, the government and the Parliament and to bring the Palestinian people to their knees," Hamas lawmaker Mushir al-Masri said Thursday.

...A Hamas official called the arrests an "Open war against the Palestinian government and people," and said that "Israel must be prepared to pay their consequences."

"We have no government, we have nothing. They have all been taken," Saeb Erekat, an ally of Palestinian Authority Chairman Mahmoud Abbas, said of the arrests.

"This is absolutely unacceptable and we demand their release immediately."

As easy as it is to dismiss cliches as banal and misleading, the troubling problem is that they often cloak an essential truth. Scoffs and derision often greet the cliche' that "One man's terrorist is another man's freedom fighter."

Yet freedom fighters is exactly how Israelis view the early Zinoists who fought in 1947 for the establishment of Israel--And how Palestinians now consider their fighters resisting Israeli occupation.

The reality is that when faced with a superior military force, such as Britain possessed in 1947 and Israel does today against the Palestinians, terror is the underdog's only viable weapon.

Once a state has been established and legitimized, however, as in the cases of Israel and South Africa, the former "terrorists" tend to gain a veil of legitimacy as well.

But legitimacy is now being denied Hamas. Even though Palestinians elected a Hamas-led government in free and fair elections, Israel denies it legitimacy on the grounds that Hamas is a terrorist organization.

Sixty years ago, however, at the time of the British Mandate, it was Jews in Palestine who mainly waged terrorism against the Palestinians.

As Jewish leader David Ben-Gurion recorded in his personal history of Israel: "From 1946 to 1947 there were scarcely any Arab attacks on the Yishuv [the Jewish community in Palestine]."

The same could not be said for the Zionists. Jewish terrorists waged an intense and bloody campaign against the Palestinians, British, and even some Jews who opposed them leading up to the establishment of Israel.

The two major Jewish terror organizations in pre-independence Palestine were the Irgun Zvai Leumi--National Military Organization, NMO, also known by the Hebrew letters Etzel--Founded in 1937, and the Lohamei Herut Israel--Fighters for the Freedom of Israel, Lehi in the Hebrew acronym, also known as the Stern Gang after its leader Avraham Stern, known as Yair, founded in 1940.

The Irgun was led by Menachem Begin, the future Israeli Prime Minister who was a leading proponent of Revisionist Zionism, the militant branch of Zionism pioneered by Vladimir Zeev Jabotinsky, which openly despised the Arabs and sought restoration of what it called Eretz Yisrael, the ancient land of Israel.

By this was meant "Both sides of the Jordan," the Irgun slogan meaning all of Palestine and Jordan was the rightful home to the Jews.

Another belief of Begin's was that of the "Fighting Jew," a romanticized idea expressed in Jabotinsky's old Betar Movement song of "We shall create, with sweat and blood, a race of men, strong, brave and cruel."

Israeli scholar Avishai Margalit translated the verse as "Proud, generous and cruel," Adding: "Many are still waiting for the generous part to emerge."

The Irgun was the dominant Jewish terrorist organization. Both in size and the number and frequency of its attacks. Its most spectacular feat up to this time had been the July 22, 1946 blowing up of the King David Hotel in Jerusalem, with the killing of 91 people--41 Arabs, 28 Britons and 17 Jews.

Mainstream Zionists despised Begin and his Revisionists, although there was cooperation between the two on military matters. Ben-Gurion, the leader of Mainstream Zionism, fought throughout his premiership with Begin.

The other major Jewish terrorist group, Lehi, was more extremist than the Irgun, claiming all the land between the Nile and the Euphrates as belonging to the Jews.

When Jabotinsky declared a cease-fire in the fight against Britain and its Mandate troops in Palestine during WWII, Stern broke with him and founded Lehi.

Stern sought allies with the Nazis, both because they shared an enemy in Britain and because Lehi shared Hitler's totalitarian ideology. During the war Sternists openly celebrated Nazi victories on the battlefield.

An infamous document called the "Ankara Document," because it was found in the German Embassy in Ankara after the war, detailed Avraham Stern's ideas "Concerning the Solution of the Jewish Question in Europe." It was dated January 11, 1941.

At the time, Stern was still a member of the Irgun, which he called by its initials, NMO.

Wrote Stern: "The evacuation of the Jewish masses from Europe is a precondition for solving the Jewish Question; but this can only be made possible and complete through the settlement of these masses in the home of the Jewish people, Palestine, and through the establishment of a Jewish State in the historical boundaries....the NMO...is well acquainted with the good-will of the German Reich government and its authorities toward Zionist activity inside Germany and toward Zionist emigration plans....The NMO is closely related to the totalitarian movements in Europe in its ideology and structure."

In the partition period, Irgun had around 2,000 men, while Lehi had about 800. Though the memberships were comparatively small, the damage these two groups caused in inflaming animosity between Arabs and Jew was considerable.

When Stern was killed by British police in 1942, leadership of Lehi was shared; among the leaders were Nathan Yalin-Mor, one of the eventual killers of Count Bernadotte, and Yitzhak Shamir, another future Prime Minister of Israel.

Arab terrorists carried out some major operations as well, including the bombing of the Jewish Agency and the Palestine Post. But in contrast to Jewish violence, it was unorganized and episodic.

As historian Michael C. Hudson noted:

"Organized Jewish violence against the British and Arabs (exemplified by the Irgun's bombing of the King David Hotel in 1946), however, was far more systematic and successful than that of the Palestinians, and the latter were unable to play a significant role in the final years of the Mandate."

The Jewish Agency, as the official representative of the Jewish community, repeatedly denied any responsibility for the acts of the Irgun and Lehi, maintaining they were underground terrorist groups operating outside the law.

However, there was close copperation among Irgun, Lehi and the Haganah Underground Army under an agreement called the Hebrew Resistance Movement and aimed specifically against the British Mandatory government.

It went into force in the Fall of 1945, when "Irgun and Lehi accepted Haganah discipline in the conduct of all armed operations," in the words of historian Noah Lucas.

By December 1947, British High Commissioner Alan Cunningham reported to London:
"...the Haganah and the dissident groups are now working so closely together that the Agency's claim that they cannot control the dissidents is inadmissible."

Following a farcical press conference in which Gonzales was cornered into admitting that they had no links to any Al-Qaeda members, nor did they have any weapons or explosives to carry out any acts of terrorism.

The biggest kicker was that those guys weren't even Muslim. Considering that the mainstream media kept hammering away at the masses that this was in fact, a homegrown Islamic terror cell.

The Changing Face Of Resistance

Karachi--A characteristic of a successful resistance movement is its ability to switch tactics as circumstances change, and the insurgencies in both Iraq and Afghanistan are proving to be capable in this respect.

In Iraq, the US killing of the leader of Al-Qaeda in Mesopotamia, Abu Musab al-Zarqawi, has provided the opportunity for Al-Qaeda for the first time to take over the central command of the resistance, with the overall goal of fomenting a popular uprising againt the US presence.

Meanwhile in Afghanistan, the Taliban, after a highly organized and fruitful--though costly in terms of casualties--Mass offensive in the south of the country, is reorganizing somewhat to wage a more traditional guerrilla campaign involving carefully selected attacks.

In both countries, strong new leaders are calling the shots--Abu Hamza al-Muhajir in Iraq and Jalaluddin Haqqani in Afghanistan.

Al-Qaeda is proving to be flexible in other areas as well, such as in its choice of weapons and targets. Normally credible sources familiar with Al-Qaeda have told Asia Times Online of a buzz within the group of plans to strike the United States with electromagnetic bombs ("e-bomb," or high-power microwave weapons). Theoretically, these could shut down telecommunications networks, disrupt power supplies and disable computers and electronic gadgets.

"It is true about the e-bomb and a plan to cripple US satellite systems. A section of Arab fighters is working on this," retired squadron leader Khalid Khawaja told Asia Times Online. "I actually overheard such conversations with those who interact a lot with Arab fighters in Afghanistan."

Khawaja worked for Pakistan's secret service, the Inter-Service Intelligence (ISI), and was a friend of Osama Bin Laden.

"I never heard Osama or [his deputy] Dr [Ayman al-] Zawahiri, or anyone else, discuss nuclear attacks on the US. To me, this idea is ridiculous. Only states can use nuclear technology to destroy a country. Also, I never heard anyone discussing with any debth a gas attack on America."

"However, I have now overheard conversations which strongly suggest that there is a section in the anti-American resistance which is seriously pursuing a project aimed at taking America back to the Stone Age without harming human lives," Khawaja said.


CONSOLIDATION IN IRAQ

Abu Hamza al-Muhajir, who cut his teeth on the battlefields of Afghanistan, will take over the whole command of the Iraqi resistance infrastructure, according to contacts who spoke to Asia Times Online.

"As soon as Abu Musab al-Zarqawi was eliminated, a command council took over control. Most of the members are former veterans of the Afghanistan Jihad. As soon as a decision was communicated from Waziristan [in Pakistan, from Zawahiri] for Muhajir to be appointed as Emir-ul Jihad, a whole structure fell into place for a well-defined Jihad in Iraq," said a source connected with the Iraq resistance.

Prevoiusly, the command structure of the resistance was scattered. Various Islamic groups fought the Americans from the northern city of Kirkuk to Basra in the south. Each one had a separate command and organization.

Ba'athist elements also merged into many of these groups, in addition to the Ba'ath Party's own central command. Zarqawi gained prominence because of his high-profile activities among the various groups, but he did not represent a central command of the resistance.

Over the past two years, hundreds of Arab Afghans left Afghanistan to go to Iraq, where they merged with various groups. As they were like-minded in their conviction that US forces should be expelled from the country, they formed a Central Mujahideen Council (Shura).

With Zarqawi's death, the council, under Muhajir, who is said to have an "encyclopedia-like" knowledge of Mujahideen all over the world, has gained preeminence, largely because he has the widespread respect and support of the resistance, unlike Zarqawi.

Muhajir, said the sources, will use his influence and contacts to galvanize support from across th Islamic World, Especially from Jordan, Syria, Saudi Arabia, Yemen and Egypt.

His plan is to flood human resources into the Iraqi resistance so that it can take on the government-backed militias, as well as US and government forces.

At the same time, instead of haphazard groups mounting attacks, the resistance will attempt to dictate the rules of the game. Effective intelligence operations will be put in place in an effort to make attacks more coordinated, effective and conherent. And insurgents also plan to make more use of snipers.

Similarly, in Afghanistan, the elevation of Jalaluddin Haqqani as head of military operations (see Taliban's new commander ready for a fight, Asia Times Online, May 20) had an immediate effect on the resistance. Haqqani has deep roots across the country, is well respected and is a proven tactician and coordinator.


HIDE AND SEEK IN AFGHANISTAN

Soon after Haqqani took over, the Taliban launched their biggest offensive since being ousted from power in 2001. More than 600 people, mostly militants, have been killed in the past month in numerous full-scale battles in the south of the country, often involving Taliban groups more than 100-strong.

These attacks were complemented with the use of Improvised Explosive Devices (IEDs) and suicide attacks in various parts of the country.

At the same time, the Taliban appealed to the masses to take control of local administrations. This happened in the Provinces of Urzgan, Helmand, Zabul and Kandahar, besides Kunar, Paktia and Paktika, where the Taliban have taken over partial control of some districts.

This appeal to the masses was repeated in a new video message from Zawahiri, posted on Islamic websites on Wednesday evening. He called for "Young men in Kabul's universities to rise up and Join in with the Mujahideen forces in attacking the invaders and freeing Afghanistan."

Contacts familiar with the resistance say that now the Taliban will scale back the big attacks and concentrate on precision targeted attacks and ambushes, while still using IEDs and suicide bombers.

The contacts explained that this was part of a cat-and-mouse game to wear down coalition forces by constantly switching tactics. Just as the coalition was adjusting to deal with large groups of fighters, the Taliban have retreated to the mountains.

Commented Hamid Gul, a retired Lieutenant-General of the Pakistani Army and former Director General of the ISI,

"The resistance in Afghanistan and Iraq has very much attained a level which the anti-Soviet resistance [in Afghanistan] attained in 1987. The resistance beset the Soviet forces from all sides. By 1987, the Soviets had flexed their maximum muscle and they lost control and ultimately agreed to an exit strategy [1989]."

"The same is true with the Americans. They will apply maximum pressure by November, if only to win Congressional elections [for the Republican Party of President George W. Bush]. After that, you will see a Soviet-like policy in which they will steadily lose their grip and finally they will devise an exit plan," Gul said.

New Warning On Palestinian Crisis

A UN rapporteur has said the humanitarian situation in the Palestinian territories has worsened seriousely because of the aid boycott.

...John Dugard, who visited the territories recently, likened the boycott to economic sanctions.

...He said the boycott was causing ordinary Palestinians to lose faith in the international community.

He described ordinary people in the Palestinian territories as traumatised. Medical services were in short supply, he said, so too was food.

The growing restrictions on movement caused by Israel's security barrier were partly to blame, Mr Dugard said, but the biggest factor was the economic freeze imposed by the international community.

As a result of the aid freeze, Mr Dugard said, the Quartet of the Middle East negotiators made up of the United States, the European Union, the United Nations and Russia, was losing credibility among Palestinians.

"The Quartet has made it virtually impossible for the Palestinian Authority to meet its responsibilities in respect of medical supplies and other services," he said.

"The Quartet seems to have changed its policy from that of peace facilitator to policeman."

Mr Dugard said the Quartet was in danger of becoming so discredited that it might be better for the UN and the EU to withdraw from it altogether.

"The Palestinian people have been subjected to economic sanctions, the first time that an occupied people have been so treated," Mr Dugard said.

Opposition leader and Likud leader Benjamin Netanyahu told the 35th Zionist Congress in Jerusalem on Thursday that the Israel Defense Forces has the operational capability to wipe out the Gaza Strip, but chose not to do so.

"The IDF has the firepower to wipe out an entire population if we wanted. We could wipe out all of Gaza but we are not doing this..."

The Likud leader was speaking one day after a bothched Israeli Air Force Missile killed three Palestinian civilians in Southern Gaza.

Two days ago, three children were killed in an IAF strike in Gaza City that targeted members of Fatah's military wing.

The Wednesday strike marked the fourth time in one month that IAF strikes in Gaza have resulted in civilian fatalities, and brings the total of Palestinian deaths to 14.

US Does Not Consider Taliban Terrorists

When the US State Department issued its annual Country Report On Terrorism [1] last Friday, it listed numerous state-sponsors of terrorism, like Iran, and groups it considers Foreign Terrorists Organizations [2], like Hamas, Al Qaeda, and Hizbullah. Conspiciously absent from the lists, however, was the Taliban.

In an article entitled "Terrorism's Dubious 'A' List," the non-partisan Council On Foreign Relations (CFR) reports that the religious extremist organization has never been listed [3] as a terrorist group by the US, Britain, the EU, Canada, Australia, or any of the coalition partners, despite the fact that during its six year rule in Afghanistan, it ptovided safe haven for Osama Bin Laden and Al Qaeda, and currently is staging terrorist attacks against coalition forces and waging a national campaign of intimidation and fear.

The new report did designate the Pakistan-Afghan border region as a terrorist "haven," however,

In a CFR Q&A on the Taliban, Christopher Langdon, a defense expert at the Institute For International Strategic Studies, describes the group as "An insurgent organization" that will periodically "Use terrorism to carry out its operations" [4].

According to Kathy Gannon, the former Associate Press bureau chief for Pakistan and Afghanistan, these [Taliban] have at times aligned themselves with Al Qaeda fighters and with Mujahedeen (holy warriors) led by the anti-government warlord Gulbuddin Hekmatyar.

During the Soviet occupation, Hekmatyar received more support from US and Pakistani agents than any other fighter.

"The Afghan Taliban is better organized today than it was in 2001," says Gannon, "They have more recruits [and they] have been able to take advantage of the lawlessness, the criminal gangs, and the corruption in the government."

Langton says Taliban forces "Have largely recovered from their initial defeat," and are proving a savvy enemy for coalition forces.

Taliban fighters have become encouraged by the domestic opposition some NATO nations face as they deploy in former Taliban strongholds previously patrolled by US forces, he says.

"They are very adept at reading these signals and seeing where the weaknesses lies."

...The steadily worsening situation in Southern Afghanistan is not the work of some ineffable Al Qaeda nebula. It is the result of the real depredations of the corrupt and predatory government officials whom the United States ushered into power in 2001, supposedly to help fight Al Qaeda.

US Warns N. Korea Over Missile Test -

But Tested Own Missile Last Wednesday!

The United States government has warned the DPRK (North Korea), who seem to be poised to perform a missile test (Maybe), of unspecified negative consequences should they perform that test.

However, the United States itself performed an exactly similar test last Wednesday, when it fired a Minuteman Missile from Vandenberg Air Force Base to Kwajelien Atholl in the Pacific.

The test was described as 'routine,' and the US conducts such tests on a continuing basis.
Nonetheless, the double-standard in dealing with the DPRK is breathtaking.

The DPRK may be preparing to conduct a test of the as-yet untried Taepo-Dong-II Missile, which is said to have a range capable of reaching the Continental US.

The US has warned the DPRK of unspecified but negative consequences should it proceed with the test, which may have been scheduled for this weekend.

Australian peace-groups have called for the US to do as it asks others to do.

According to nuclear weapons campaigner John Hallam of Friends of the Earth and People for Nuclear Disarmament,

"If the US believes that others such as the DPRK ought not to test nuclear-capable missiles, and describes those tests as 'provocative,' it should at least refrain from testing itself.

Having tested a missile as little as a week ago, the US is hardly in a position to complain if the DPRK tests.

Current US policies are simply pushing nations such as the DPRK and Iran in precisely the direction that we say we do not wish them to go.

We say we don't want a nuclear-armed DPRK (which we already have) or a nuclear-armed Iran (which we do not yet), yet the direction of current policy all but ensures that this is what we will get."

FBI: "No Hard Evidence Connecting Bin Laden To 9/11"

June 6, 2006--This past weekend, a thought provoking e-mail circulated through internet news groups, and was sent to the Muckraker Report by Mr. Paul V. Sheridan (winner of the 2005 Civil Justice Foundation Award), bringing attention to the FBI's Most Wanted Terrorist Web Page for Usama Bin Laden [1]

In the e-mail, the question is asked, "Why doesn't Usama Bin Laden's Most Wanted Poster make any direct connection with the events of September 11, 2001?"

The FBI says on its Bin Laden Web Page that Usama Bin Laden is wanted in connection with the August 7, 1998 bombings of the United States Embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya. According to the FBI, these attacks killed over 200 people.

The FBI concludes its reason for "Wanting" Bin Laden by saying, "In addition, Bin Laden is a suspect in other terrorist attacks throughout the world."

On June 5, 2006, the Muckraker Report contacted the FBI Headquarters, (202) 324-3000, to learn why Bin Laden's Most Wanted Poster did not indicate that Usama was also wanted in connection with 9/11. The Muckraker Report spoke with Rex Tomb, Chief of Investigative Publicity for the FBI.

When asked why there is no mention of 9/11 on Bin Laden's Most Wanted Web Page, Tomb said,

"The reason why 9/11 is not mentioned on Usama Bin Laden's Most Wanted Page is because the FBI has no hard evidence connecting Bin Laden to 9/11."

Surprised by the ease in which this FBI spokesman made such an astonishing statement, I asked, "How this was possible?"

Tomb continued, "Bin Laden has not been formally charged in connection to 9/11."

I asked, "How does that work?"

Tomb Continued, "The FBI gathers evidence. Once evidence is gathered, it is turned over to the Department of Justice. The Department of Justice then decides whether it has enough evidence to present to a Federal Grand Jury. In the case of the United States Embassies being bombed, Bin Laden has been formally indicted and charged by a Grand Jury. He has not been formally indicted and charged in connection with 9/11 because the FBI has no hard evidence connecting Bin Laden to 9/11."

It shouldn't take long before the full meaning of these FBI statements start to prick your brain and raise your blood pressure. If you think the way I think, in quick order, you will be wrestling with a barrage of very powerful questions that must be answered.

First and foremost, if the U.S. government does not have enough hard evidence connecting Bin laden to 9/11, how is it possible that it had enough evidence to invade Afghanistan to "Smoke him out of his cave?"

The federal government claims to have invaded Afghanistan to "root out" Bin Laden and the Taliban through the talking heads in the mainstream media, the Bush administration told the American people that Usama Bin laden was Public Enemy Number One and responsible for the deaths of nearly 3000 people on September 11, 2001.

Yet nearly five years later, the FBI says that it has no hard evidence connecting Bin Laden to 9/11.

Next is the Bin Laden "Confession Video" that was released by the U.S. government on December 13, 2001. Most Americans remember this video. It was the video showing Bin Laden with a few of his comrades recounting with delight the September 11 terrorist attacks against the United States.

The Department of Defense issued a press release to accompany this video in which, Secretary of Defense Donald H. Rumsfeld said, "There was no doubt of Bin laden's responsibility for the September 11 attacks before the tape was discovered." [2]

What Rumsfeld implied by his statement was that Bin Laden was the known mastermind behind 9/11 even before the "Confession Video" and that the video simply served to confirm what the U.S. government already knew; that Bin Laden was responsible for the 9/11 attacks.

In a BBC news article [3] reporting on the "9/11 Confession Video" release, President Bush is said to have been hesitant to release the tape because he knew it would be a vivid reminder to many people of their loss. But, he also, knew it would be "A devastating declaration" of Bin laden's guilt. "We're going to get him, " said President Bush "Dead or alive, it doesn't matter to me."

In a CNN article [4] regarding the Bin Laden tape, then New York Mayor Rudy Giuliani said that "The tape removes any doubt that the U.S. military campaign targeting Bin laden and his associates is more than Justified."

Senator Richard Shelby, R-Alabama, the Vice Chairman of the Senate Intelligence Committe said, "The tape's release is central to informing people in the outside world who don't believe Bin Laden was involved in the September 11 attacks."

Shelby went on to say, "I don't know how they can be in denial after they see this tape."

Well Senator Shelby, apparently the Federal Bureau of Investigation isn't convinced by the taped confession, so why are you?

The Muckraker Report attempted to secure a reference to the U.S. government authenticating the Bin laden "Confession Video," to no avail.

However, it is conclusive that the Bush administration and U.S. Congress, along with the dead stream media, played the video as if it was authentic.

So why doesn't the FBI view the "Confession Video" as hard evidence?

After all, if the FBI is investigating a crime such as drug trafficing, and it discovers a video of members of a drug cartel openly talking about a successful distribution operation in the United States, that video would be presented to a federal grand Jury. The identified participants of the video would be indicted, and if captured, the video alone would serve as sufficient evidence to net a conviction in a federal court.

So why is the Bin laden "Confession Video" not carrying the same weight with the FBI?

Remember, on June 5, 2006, FBI spokesman, Chief of Investigative Publicity Rex Tomb said, "The FBI has no hard evidence connecting Usama Bin Laden to 9/11."

NATO Tests Troop Deployment Skills

Brussels--NATO's ability to deploy troops to world hot spots on day's notice will be put to the test in a major exercise that begins today on the Cape Verde Islands off the coast of Africa.

Code-named Steadfast Jaguar 06, the military maneuvers will involve about 7,000 soldiers, sailors and air crew from the NATO Response Force (NRF), the alliance's fledgling rapid-reaction corps.

"Cape Verde will be a major test of the NRF to operate quickly, strategically and at a distance," NATO spokesman James Appathurai told the Washington Times. "We will be testing stuff we have never done before."

Over a fortnight, French-, Spanish-and German-based land, air and marine forces--under the command of Joint task force headquarters aboard the USS Mount Whitney--Will conduct a series of exercises on the arid mountainous islands.

One will involve evacuating civilians from a 9,900 foot-high Volcano on the Island of Fogo after a fictitious eruption. In another, alliance troops will stage an amphibious landing on one of the archipelago's 10 islands.

Lt. Col Mike Nicholson from the Allied Press Information Center in Cape Verde, said NRF troops will be asked to respond to "ever-changing missions, from military to humanitarian and back again."

NATO Secretary-General Jaap de Hoop Scheffer, along with Supreme Allied Commander for Europe Gen. James L. Jones and alliance ambassadors, will oversee the maneuvers next Thursday and Friday.

Gen. Jones, the four-star U.S. general who commands NATO's military campaigns from his Mons, Belgium, headquarters, has described the NRF as the "primary vehicle for transforming the alliance's force structures and improving its military capabilities."

The Cape Verde Islands, which lie about 300 miles off the coas of Senegal in the Atlantic Ocean, were chosen to test the response force's ability to carry out complex missions in far-flung places with little support from the host nation. The United States wanted to hold the exercise in Mauritania, but France blocked the proposal.

The show of strength will be NATO's first military exercise in Africa, although the 57-year-old alliance has helped train and transport African Union troops in Sudan's troubled Drafur region.

NATO leaders agreed to create the NRF at a summit in Prague in 2002. The aim is to help transform the Brussels-based alliance from a static, Europe-centered, defensive organization into a security body with global ambitions and reach.

Once fully operational, the response force will allow NATO to deploy up to 25,000 troops within five days anywhere in the world for up to one month.

Under the principle of "first force in, first force out," the NRF will carry out counterterrorism operations, humanitarian missions and the evacuation of civilians from conflict zones.

"The NRF makes NATO much more expeditionary and much quicker reacting to events," Mr Appathurai said. "It is the hothouse for the alliance's latest doctrines and technologies."

Despite some troop shortfalls, NATO officials, speaking on the alliance's usual condition of annonymity, said the 26-member organization was "on track" to meet its deadline of having the NRF up and running by the fall.

Gen. Jones is expected to declare the NRF fully operational in October, a month before alliance heads of state meet in the Latvian capital, Riga.

The rapid-reaction force was used to deliver relief supplies to the New Orleans region in September after Hurricane Katrina. It also flew about 2,500 tons of aid to Pakistan in October after an earthquake in the mountainous Kashmir region killed 80,000 and left more than 3.5 million homeless.

The exercise in Cape Verde, which will include troops from the United States Special Operations Command Europe, will be the first meeting of the NRF's land, air and sea components. It also will be the force's biggest military maneuver since its creation.

Israeli Air Force Detonated Car Bomb In Lebanon

Beirut--An Israeli aircraft detonated the car bomb that killed two officials of a Palestinian militant group in South Lebanon last month, Lebanese Defense Minister Elias Murr said Thursday.

The government has decided to complain to the UN Security Council about Israeli attacks in lebanon, Information Minister Ghazi Aridi said following a Cabinet meeting that heard the defense minister's report.

Murr briefed the Cabinet on the May 26 car bombing that killed Mahmoud Majzoub, a senior Islamic Jihad official, and his brother as they walked out of their home in the Southern City of Sidon. Both men were Lebanese citizens.

Earlier Thursday, Murr told reporters at his office that the state's investigation had found an aircraft was looking out for the Majzoub's via a camera on the ground.

"The bomb was detonated from this aircraft," he said.

Murr said the main suspect had received "bags filled with explosives" delivered by Israeli sea-borne commandos North of Beirut.

On Saturday, the Lebanese Army said it had arrested Mahmoud Rafeh, 59, a retired police officer, for the killing of the Majzoub's.

Rafeh "had links to Israeli intelligence," the Army said in a statement.

On Tuesday, the Army said Rafeh had confessed to killing the Majzoub brother's as well as to other operations--including the killing of officials of the militant Hezbollah group in 1999 and 2003, and the slaying of the son of Ahmed Jibril, leader of the radical Popular Front for the Liberation of Palestine, in 2002.

Murr told reporters that Rafeh's group was the most dangerous to be discovered in Lebanon in 30 years.

Lebanon has detained many people on harges for spying for Israel.

The country considers itself at war with its southern neighbor and bans its citizens from having any contact with the Jewish State.

The Power Of Tehran's Defence

Iran is a formidable military power, second only to Israel in the Middle East, this is the Judgement of most Western observers.

Unlike Israel, however, it has been denied access to American weapons, and indeed to most Western weapons, since the overthrow of the Shah by the Islamic Revolution 27 years ago.

And, again unlike Israel, Iran has no nuclear bombs at least not yet. nevertheless, militarily, it is by no means backward or defenceless.

Largely through its own immense efforts and with some help from Russia, China, Pakistan and North Korea, Iran has created a powerful military-industrial complex, which employs more than 200,000 engineers, technicians and skilled workers.

According to the London-based International Institute of Strategic Studies (IISS), Iran today produces almost 2,000 defence items, from munitions to aircraft, and from missile boats to satellites. It exports military equipment to over 30 countries, including seven in Europe.

How would it fare if it were attacked by the US alone or indeed by the US and Israel together. Could it defend itself? could it strike back? To what extent has it acquired a capability for strategic deterrence?


RELEVANT QUESTIONS
--------------------------------------

The questions are relevant because, although there are now some slender hopes that the crisis over Iran's nuclear programme might be resolved by negotiation, the possibility of war cannot be ruled out.

There is undoubtedly a strong current of opinion in both the United States and Israel that, for geopolitical reasons, would prefer the Islamic regime in Tehran to be destroyed, much as Saddam Hussain's regime in Iraq was destroyed.

Geopolitical ambitions are, in fact, fueling the dispute over Iran's nuclear activities. The US is concerned to control Middle East oil for at least the next decade or two.

Israel, in turn now that Iraq has been smashed wants to consolidate its military dominance over the region, and be in a position to reshape the regional order to suit its interests. To both powers, therefore, Iran poses a strategic challenge.

Iran is determined to pursue its nuclear programme for what it claims is the purely peaceful purpose of producing fuel for nuclear power stations. Both the US and Israel have, on several occasions, stressed that they would not allow Iran to acquire nuclear weapons.

In pressing for the use of force to put an end to Iran's nuclear ambitions, Israel betrays its fear that the US might strike a deal with Iran which would undermine Israel's strategic predominance, as well as its privileged status as America's key Middle East ally.

In the Military Balance 2006, the IISS's annual analysis of the world's armed services, Iran's capability is described in some detail.

The IISS conclusion is that the years of war with Iraq "turned the Iranians into military professionals" who proceeded to develop an advanced and innovative defence industry. They were able to create an industrial infrastructure which is capable of meeting nearly every requirement of the Iranian Armed Forces.

What has been the purpose of this vast Iranian effort? Is it for offensive use or is it purely defensive? Should the Arab Gulf States be concerned at Iran's military power?

The IISS believes that Iran's defence structure is based on a foundation of "strategic deterrent defence."


STRATEGY
------------------

Iran's strategy, it says, "is to absorb a first strike and then to initiate immediate retaliation with all means available, but only if such a move serves the political ends and does not threaten the very existence of the Islamic regime."

What does this mean in the current situation?

- First, it suggests that Iran will not be bullied into abandoning its nuclear activities.

- Secondly, Iran's considerable military strength is for deterrence purposes, to protect it against an aggression by the US or Israel aimed at regime change.

- Thirdly, if Iran is seeking to build an atomic bomb which it strenuously denies, this could only be to strengthen its deterrent posture. It could not consider using such a weapon without risking national annihilation at the hands of the US and Israel.

Nuclear weapons have contributed to stability between the West and te former Soviet Union, and between India and Pakistan. Might they not serve a similar function between Iran and Israel?

Would an Iranian bomb really be such a disaster?

History has surely proved that a balance of power creates peace, whereas imbalance causes war, as the more powerful side will inevitably seek to impose its will by force.

Is not this the meaning of the current threats against Iran by the US and Israel?

War On Terror Flawed

The concentration on the war on terror is increasing the risk of terrorist attacks and distracting governments from greater threats, a British think tank has warned.

The independent Oxford Research Group said the most likely causes of future conflicts are: climate change, competition over resources, social and economic marginalisation and increased militarisation.

"The war on terror is a dangerous diversion and prevents the international community from responding effectively to the most likely causes of future conflict," the report Global Resources To Global Threats: Sustainable Security For The 21st Century said.

The authors of the 18-month study criticised the war on terror for its high cost and suggested that it was "creating more recruits and supporters of terrorism than it defeats."

"There is abundant evidence that the 'war on terror' is proving deeply counterproductive, making the risk of future terrorist attacks...more, not less likely," the group said.

The report noted that the war in Iraq has entered its fourth year and the conflict in Afghanistan is moving into its sixth year yet neither looks as if it will reach a conclusion.

"Both countries are increasingly unstable and violent, while the Al-Qaeda movement is as active as ever," The author said.

Unless the US and Britain change their security outlook in the next five years, the world will be highly unstable by the middle of the century, the report said.

The research group said a new strategy is needed to address the issues which create instability in the world.

It urges governments to invest in four key areas: renewable energy and conservation to counter climate change; energy efficiency to combat resource competition; poverty reduction programmes to defeat marginalisation; and ending development of weapons of mass destruction to stop militarisation.

"These provide the best chance of averting global disaster as well as addressing some of the root causes of terrorism," the group said.

US Biggest Threat To Global Peace

People in European and Muslim countries see US policy in Iraq as a bigger threat to world peace than Iran's nuclear programme, a survey has shown.

The survey by the Pew Research Group also found support for US President George W Bush and his "war on terror" had dropped dramatically worldwide.

Goodwill created by US aid for nations hit by the 2004 Tsunami had also faded since last year, the survey found.

The survey questioned 17,000 people in 15 countries, including the US.

The latest in a series of annual polls by the Pew Global Attitudes Project interviewed respondents between 31 March and 14 May 2006.


"FADING GOODWILL"

The latest survey shows the worldwide reputation of the US continues to suffer over its prosecution of the "war on terror."

Sharp declines in the public perception of the US were particularly apparent in India, Spain and Turkey.

...A majority of people in 10 of the 14 countries outside the US surveyed said the war in Iraq had made the world a more dangerous place.

Some 60% of people in the UK, which is the US biggest ally, felt the Iraq war made the world less secure, while some 30% said it had made the world safer.

According to the survey:

* Worlwide support for the "war on terror" has remained the same or declined.
* European confidence in Mr Bush has sunk even lower than it was last year.
* A majority of people in most countries feel the US will not achieve its goals in the "war on terror."


"MUSLIM DIFFERENCE"

According to the survey, people in the US and Europe have grown increasingly concerned in the last year over Iran's nuclear programme.

...However, the poll showed public opinion in predominantly Muslim countries was far less troubled by Tehran's nuclear programme.

Muslim people also appeared less concerned than Europeans and Americans by the victory of the Hamas militant group in Palestinian elections earlier this year.

The survey found concern over bird flu was largely confined to Asia, while two-thirds of people surveyed in each country said they were worried by global warming.

Concern over the greenhouse effect was highest in India and Japan and lowest in the US and China.

The survey interviewed people in China, Egypt, France, Germany, Great Britain, India, Indonesia, Japan, Jordan, Nigeria, Pakistan, Russia, Spain, Turkey and the US.

Iran Welcome In China's New Sphere

Iran's controversial President Mahmoud Ahmadinejad is flying to Shanghai tomorrow to take part in a summit that will seal China's plans to lead an Asian rival to the North Atlantic Treaty Organisation.

The Shanghai Co-Operation Organisation--whose meeting has forced the shutdown of much of the city this week--is celebrating its fifth anniversary, and is preparing to expand its membership well beyond the present China, Russia and four strategic Central Asian States: Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan.

Chinese Assistant Foreign Minister Li Hui refused at a briefing yesterday to disclose the countries that wished to become observers or full members, beyond saying: "A lot of countries in Asia and other continents have applied, demonstrating the SCO is broadening its influence."

Other leaders who will attend the summit include the Presidents of Pakistan and Mongolia
--formal observer states, like Iran and India--and Afghanistan.

Most of the members share a huge potential--and in China's case, an appetite--for increased energy production. India is sending its Oil and Gas Minister.

In the past, they have also shared a focus on combating Islamist terror, but Iran's participation in this summit and its eagerness to become a full member appear to point the organisation in a different direction: A coral of countries capable of countering Western influence.

...The group's foreign and defence ministers and parliamentary speakers have already held meetings this year, as the pace of enmeshment accelerates. The organisations members have begun holding Joint military exercises, most recently in March in Uzbekistan, Kyrgyzstan and Tajikistan and next year in Russia.

...Last week SCO Secretary-General Zhang Deguang told Journalists in Beijing, when questioned about the participation of Iran:

"We cannot abide other countries calling our observer nations sponsors of terror. We would not have invited them if we believed they sponsored terror."

The SCO's charter speaks of creating "A new international political and economic order."

David Wall, a researcher associate for Cambridge University's East Asia Institute, wrote recently in the Japan Times that the SCO States'

"...Had become an important multilateral institution of global geopolitical significance."

At last year's summit, Beijing and Moscow initiated discussion about the fate of America's bases in Central Asia. The resulting statement said:

"As the active military phase in the anti-terror operation in Afghanistan is nearing completion, it is time to decide on the deadline for the use of temporary infrastructure and for their military contingents' presence in member countries."

Uzbekistan has since asked the U.S. military to leave but Kyrgyzstan continues to host a base.

Through the SCO, China has developed connections that will ensure at least some of the massive oil and gas reserves in Central Asia flow East and not West.

It has extended loans and made growing investments in the "-stan" economies, as part of its careful cultivation of the region, and is stepping up its purchases of Iranian oil, this year reaching 13 per cent of all its oil imports.

Vienna, Austria (AP)--Western countries pushed Tuesday for broad support on the need for Iran to freeze uranium enrichment but nonaligned countries backed Tehran, saying all countries have the right to pursue a nuclear program for civilian use.

A statement drawn up by the 16-nation nonaligned bloc at the board meeting of the International Atomic Energy Agency,

"Reaffirmed the basic inalienable right of all countries to develop, produce and use atomic energy for peaceful purposes, without any discrimination and in conformity with their respective legal obligations."

The statement--made available to the Associated Press ahead of delivery when Iran comes up on the agenda later in the week--was mostly a repitition of a communique issued last month at a meeting in Malaysia of the nonaligned bloc's foreign ministers.

...The statement from the nonaligned bloc warned that "Any attack or threat of attack against peaceful nuclear facilities--constitutes a grave violation of international law."

The U.S. and its allies were focusing on key nations with clout among nonaligned countries such as Brazil, India and Argentina, urging them to put pressure on Iran in individual statements to accept an offer for talks on its nuclear program, diplomats said.

...The Western push suffered a setback Monday with the revelations that China and Russia were not prepared to Join America and its European allies in a unified message insisting that Tehran halt enrichment.

There reluctance reflected lingering differences along East-West lines among the six world powers...

...Still, other diplomats spoke of more potential divisions. China, Russia and possibly Germany might push to allow Iran some tightly controlled and small-scale enrichment rather than see talks founder, they said.

Russia and China also might balk at enforcing selective U.N. sanctions on Iranian officials and activities.

US To Keep 50,000 Garrison In Iraq For Protracted Time

America plans to retain a garrison of 500,000 troops, one tenth of its entire army, in Iraq for years to come, according to US media reports.

The revelation came as George W. Bush summoned his top political, military and intelligence aides to a summit on Iraq's future today at the presidential retreat at Camp David.

...But despite fierce domestic pressure to reduce troop levels before November's critical mid-term elections, there were growing signals that Gen George Casey, America's Iraq commander, may raise troop levels in the short term.

...America's military would be drawn into any defining battle over who rules Iraq.

General Casey has already summoned his main reserve unit, a 3,500 man armoured brigade based in Kuwait and has alerted a Germany-based brigade that it may be needed soon.

Military planners have begun to assess the costs of keeping a 50,000-man force in Iraq for a protracted period of time. At present the total number of serving American troops is about 500,000.

...Military analysts have noted that significant American spending is already being committed to permanent bases in Iraq.

This four-minute video, called "hadji girl," purports to be a "Marine in Iraq singing a song about hadji."

(A "Hajji" is a person who has made the Islamic Pilgrimage to Mecca), but the term has often been used as a pejorative by U.S. troops in Iraq.

The song posted online in March, tells of a U.S. Marines encounter with an Iraqi woman.
It has been viewed by almost 50,000 people.

The song's lyrics include:

"I grabbed her little sister and put her in front of me. As the bullets began to fly, the blood sprayed from between her eyes, and then I laughed maniacally...I blew those little fuckers to eternity...They should have known they were fucking with the Marines."

Members in the audience, not shown in the video, laughed and cheered wildly for these lyrics.

Comments apparently posted by other military personnel express approval for the songs contents.
