Two of three rebel groups fighting in the Darfur region of Sudan have refused to sign a peace plan.
One faction, the Justice and Equality Movement, wanted fundamental changes to the draft accord. But the African Union had insisted it was not open to renegotiation.
A third rebel group, one arm of the Sudan Liberation Army, said it was undecided.
The JEM's chief negotiator Ahmed Tugod told reporters: "...unless fundamental changes are made to this document, it's extremely difficult for us to sign it."
He said the faction wanted a peace deal to give it a Darfur regional government, a post of Sudanese Vice President and greater representation in national institutions.
The draft was the result of two years of talks aimed at ending the conflict in Sudan's Western Darfur region.
