KIGALI, Rwanda, May 23 A German-born financial expert has accused the French government of secretly funding a genocidal movement in Rwanda more than a decade ago.
Speaking this week in front of an investigative commission into the 1994 Rwandan Genocide, private insurance broker Martin Marschner alleged that France used social security funds to arm those behind the genocide, the Kigali Times said Wednesday.
In a 750-page report presented to the commission Monday, Marschner alleged that he became aware of the funding effort when he was investigating some of his clients' missing funds.
"When I made investigations, I later established that the money was used to finance the flow of arms into Rwanda as well as facilitate the French secret services," he said.
Marschner alleged that new French President Nicholas Sarkozy was aware of the 1994 illegal dealings in his capacity as budget minister, the Times said.
